This is skilled electrician work at the full performance level in one of the City's water or wastewater processing plants, water pumping stations, a Public Property facility or at the Airport. Employees are responsible for the inspection, maintenance, and repair of 13.2KV primary distribution equipment and the alteration, installation, maintenance and repair of electrical switchgear, equipment, and fixtures. The class is distinguished from other electrician classes by the on-going repair and maintenance of high voltage primary distribution equipment. Work in the Airport requires the application of Federal Aviation Administration ( FAA ) regulations to repair and maintain electrical equipment used to guide commercial aircraft and awareness of hazards inherent in an airport environment. Work in the Water Department and the Department of Public Property requires the application of safety standards to repair and maintain specialized equipment, which may be operated by digital and/or electronic instrumentation. Positions located in the Water department are also involved in the repair of equipment necessary for the proper operation of the plant. Work assignments are carried out in accordance with the National Electrical Code ( NEC ), standard electrical practices, and general work instructions. Employees are supervised by an Industrial Electrician Group Leader or by a maintenance supervisor.

Minimum Requirements

Minimum Training, Education & Experience
The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications.

1. CIVIL SERVICE STATUS :

Presently employed by the City of Philadelphia with permanent Civil Service status and a Performance Rating of Satisfactory or higher.

AND

2. EDUCATION :
Education equivalent to completion of the twelfth school grade.
AND

3. GENERAL EXPERIENCE :
Two years of full performance level experience in the electrical trade including one year of experience in the installation or repair of electrical systems utilizing switchgear and relays powered by at least 440 volts.
AND

4. SPECIFIC EXPERIENCE :
One year of experience performing such work on high-voltage primary distribution equipment of at least 13.2KV in a large industrial or City facility.

CLASSES THAT TYPICALLY MEET THE TRAINING AND EXPERIENCE REQUIREMENTS FOR THIS CLASS ARE :

• Electrician 2 (7K02)
• Prison Maintenance Group Leader 2 (Electrical) (7Q39)

Physical & Medical Requirements
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

Required Licenses & Certifications
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment in the Industrial Electrician class if required by work assignment.

Possession of a valid electrical contractor's license issued by the Philadelphia Department of Licenses & Inspections at the time of appointment, if required by work assignment.

Positions in the Airport must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.

ELIGIBLE LIST


CONCURRENT : Both Open-Competitive and promotional examinations have been announced concurrently.

Departmental and interdepartmental promotional eligible lists of permanent City employees and an Open-Competitive eligible list will be established as a result of these examinations. The appointing authority may make an appointment from either one of the promotional lists until these lists are exhausted and, thereafter, may appoint from the Open-Competitive list.

If you do not have permanent civil service status with the City of Philadelphia, or are otherwise ineligible to compete in promotional examinations, you should not apply for this examination. You should apply for the Open-Competitive examination for this class announced concurrently on the same date. The examination number for the Open-Competitive examination is 7K15-20230710-OC-00

PERIODIC ELIGIBLE LIST :

The examination for this class is announced on a periodic basis. The eligible list established as a result will be merged as candidates are tested.

Candidates who pass a periodic examination may not apply for the same examination as long as the candidate's name remains on the eligible list. Candidates who fail or those who pass and whose names are subsequently removed from the eligible list for a periodic examination may apply for the examination again 180 days following the last date on which the candidate took the examination. If a candidate takes an examination sooner, the candidate will be considered examined in error. The candidate's test papers will not be scored.

Any person who did not appear to take this examination after being notified to appear may re-apply for the same examination now. If you think that you are eligible to apply because you either failed the examination or did not appear to take the examination and you were unsuccessful in your attempt to apply for this examination, please contact the staff member named at the end of the announcement for assistance.

Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.

PREFERENCE FOR PHILADELPHIA RESIDENTS :
Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. If you have maintained a bona fide residence in Philadelphia for at least one year immediately preceding May 1, 2024, you are eligible to claim residency preference.

To receive such preference, candidates must respond to the question regarding residence later in this form.

The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.

If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.

This examination will be scheduled for May 2, 2024. Please note that this examination date is subject to change.

Test Review
In accordance with Civil Service Regulation 9.091D, candidates may review their answer sheets and other test papers to determine if they have been scored correctly or if there has been an irregularity in the administration of the examination. Candidates will have 30 days after the results have been mailed to review their test and to file a written appeal. Call 215 686-0880 if you wish to schedule a test review.
